Burma repatriates first Rohingya family despite UN warnings

Myanmar says it has repatriated the first Rohingya refugees from among almost 700,000 who fled a crackdown in the country past year despite warnings from the United Nations that it is not yet safe to return.

DHAKA, BANGLADESH: refugees will be allowed to return to "as soon as possible", a minister said, despite a stillborn repatriation process and United Nations warnings that the safety of returnees could not be guaranteed.

Photos posted alongside the statement showed one man, two women, a young girl and a boy receiving the ID cards and getting health checks.

It said that the family was staying temporarily with relatives in Maungdaw town, the administrative centre close to the border.

Some 700,000 Rohingyas have crossed over into Bangladesh since August and joined over 300,000 who had fled earlier waves of violence in Rakhine. After months of delays, five members of a Rohingya family went back to Rakhine on Thursday.

Bangladesh and Myanmar in November signed a bilateral deal for the repatriation.

Win Myat Aye, Myanmar's social welfare minister, made the comments in Dhaka late on Thursday after visiting one of the Bangladesh camps struggling to provide for some of the one million to have fled the country.

Andrea Giorgetta of the International Federation for Human Rights (FIDH) told AFP that Myanmar's announcement of repatriation is "a public relations exercise in an attempt to deflect attention from the need for accountability for crimes committed in Rakhine State".

"This is in no way a repatriation, rather it is propaganda", he said.

A foreign ministry official said, "There is no scope to call it repatriation ... it's a total hoax because the family which the Myanmar authorities claimed to have been repatriated was not within the territory of Bangladesh".


Official repatriation was due to start in January but this is the first family to return.

Rohingya who have been repatriated in the past after previous refugee exoduses have been forced to live in camps in Myanmar.

According to UN officials, almost 700,000 Rohingya have fled into Bangladesh from Rakhine to escape a military crackdown since August, amid reports of murder, rape and arson by Myanmar troops and Buddhist vigilantes which the United Nations has likened to "ethnic cleansing".

Last week, the most senior United Nations official to visit Myanmar this year, the assistant secretary general for humanitarian affairs, Ursula Mueller, said conditions in Myanmar were not conducive to the return of the refugees.

Many have refused to take part in repatriation until they receive guarantees about their rights and citizenship.

Doctors Without Borders says the violence claimed at least 6,700 Rohingya lives in the first month alone.

It added that the family members who "are in line with the rules" were issued the National Verification Cards (NVCs) upon entering Myanmar.

The move comes despite warnings from the United Nations and other rights groups that a mass repatriation of Rohingya would be premature, as Myanmar has yet to address the systematic legal discrimination and persecution the minority has faced for decades. However, Bangladeshi authorities did not know anything regarding the matter.

Although the Rohingya have lived in Myanmar for many generations, most people in Myanmar consider them unwanted immigrants from neighboring Bangladesh and refer to them as "Bengalis", a term the Rohingya consider derogatory.

Asif Munier said Myanmar has time and again blamed Bangladesh when the latter is bearing the brunt of the Rohingya crisis, something the country is in no way responsible for. The news of the family's return was reported by Reuters, which cited a statement from the Myanmar government in this regard.
