USA tariffs raise risk Canada will fall prey to foreign steel dumping

Changes Coming to Canadian Legal System

Mexico and Canada were happy to hear about President's Trump's willingness to exclude them from tariffs on steel and aluminum exports to the U.S.

The steel tariff threat was seen by many to be an attempt by the Trump administration to pressure Canada and Mexico to complete the NAFTA talks - giving in to other USA demands or giving up some of their own -rather than risk the punishing steel and aluminum duties.

At a news conference, he said Canada already has measures in place to prevent foreign countries, mostly China, from dumping steel into Canada, but he can and will do whatever else it takes to protect the industry.

Canadian Prime Minister Justin Trudeau promised aluminum and steelworkers on Monday he would defend them against possible U.S. tariffs and called U.S. President Donald Trump to stress that "mutually beneficial" cross-border supply chains should be preserved.

Her words echo those of Mexican Economy Minister Ildefonso Guajardo who said last week Mexico also believed the steel tariffs had nothing to do with the NAFTA talks.

Mr. Trump has threatened to expand the steel and aluminum duties to the two countries if there is no progress on meeting US demands in the negotiations on the North American free-trade agreement.

His comments came amid rising trade tensions in the wake of a United States decision to impose steep tariffs on imported steel and aluminum. Her office said the talks are focused on pushing the ball forward on the NAFTA talks.

"We will continue working toward securing a definite and permanent exemption from those tariffs", Trudeau said. The steel tariff investigation was launched to see the impact of steel imports on USA national security. He added that national security was an important part of that deal and, if a deal is made, "this will figure into the deal and we won't have the tariffs on Canada or Mexico". The weekend before the announcement, Ottawa was getting word that Trump was heavily leaning toward including Canada, largely because of concerns steel from China was coming into the USA from Canada.

Foreign Affairs Minister Chrystia Freeland is heading to Washington on Tuesday for two days of talks with Commerce Secretary Wilbur Ross and U.S. Trade Representative Robert Lighthizer as well as key congressional leaders.

The Prime Minister told aluminum plant workers in Saguenay, Quebec, he will always have their backs when it comes to fighting USA tariffs. He is scheduled to tour steel mills in Hamilton, Sault Ste. Justin Trudeau is touring aluminum and steel factories to show support for the industries.
