Don't expect North Korea to dismantle its nuclear weapons

Secretary of State Rex Tillerson on Friday said Washington had been surprised by North Korean leader Kim Jong Un's willingness to hold direct talks with the USA on the nuclear standoff in the Korean peninsula.

Explaining Trump's decision-making about the meeting, Tillerson said that the US had witnessed a shift from North Korea that became apparent when a South Korean delegation visited Pyongyang, then travelled to Washington to brief USA officials on the rare meeting. "There is no way President Trump could be ready for May to have high stakes negotiation on denuclearization on the Korean Peninsula".

Previous North Korean leaders have sought face-to-face talks with consecutive United States presidents, who consistently rebuffed the idea. The South Koreans have acted as envoys between Washington and Pyongyang, and they say Kim has committed to denuclearization.

"This is an nearly miraculous event; my administration will prepare toward the May meeting with utmost diligence", he said in remarks read out in Seoul by a Blue House spokesman.

"In the president's judgment, that time has arrived now", Tillerson told reporters in Djibouti during a trip to Africa. "It's a negotiation with an unpredictable leader who has at least 20 nuclear weapons and who threatens the United States". North Korea hours later announces a plan to launch a salvo of missiles toward the US territory of Guam, a major military hub in the Pacific.

Many assumed the next step would be preparatory talks in which experts from each side would test the other's intentions and then enter into lengthy formal negotiations.
