Japan's top diplomat warned against being misled by North Korea's intentions in engaging in talks with South Korea, saying Pyongyang's key goal is to achieve sanctions relief.

The talks, which did not include Russian Federation or China, are not expected to be a venue for resolving the conflict with North Korea, but rather a coordination of efforts.

Pyongyang has made apocalyptic threats against its enemies for years, but Trump has repeatedly used highly menacing rhetoric towards the nuclear-armed North, sparking criticism that he is ratcheting up already-high tensions on the Korean peninsula.

"All sides concerned should make joint efforts to keep up the hard-won momentum for the easing of the situation on the Korean peninsula and create conditions to restart talks", he was quoted as saying.

Those attending the closed-door summit stated their condemnation of North Korea's nuclear weapon ambitions and stated their support for stronger enforcement of current sanctions and a preference for a diplomatic solution to the crisis.

But the United States, which at the summit will review with its allies the effectiveness of current sanctions against the hermit kingdom and explore adding more, remains sceptical that Kim is ready to negotiate away his weapons program.

"What China is helping us with, Russian Federation is denting".

Separately, Trump denounced China s alleged theft of United States intellectual property - an issue under investigation since mid-August.

For his part, Trump has vacillated between praising and criticizing China, which he has cast as critical to reining in North Korea's nuclear ambitions.

"Here's a simple rule: If you have the largest system of concentration camps in the world, if you systematically rape and torture your own people and you threaten the world with nuclear attack, you probably shouldn't go to the Olympics", Graham said.

"But if it does, we must bring even tougher measures to bear against the North Korean regime", she said.

And like the country has done in past, time and again, alleging Trump of escalating tension and ratcheting up war rhetoric, the commentary further said that the tweet, in fact, revealed who wants peace and who wants a nuclear war, "Experts on the Korean issue said that it is not fitting for the president to put the unsafe and serious issue like a nuclear war on twitter and it is an irresponsible behaviour leading the situation to the brink of a war".

"They've talked for 25 years and they've taken advantage of our presidents, of our previous presidents", he said.

Trump said he believed the North Korean regime was getting closer to being able to strike the United States with a nuclear-tipped intercontinental ballistic missile.

The U.S. retains 28,500 troops in South Korea, a legacy of the 1950-53 Korean War that ended with an armistice rather than a peace treaty, leaving the adversaries in a state of war for the past six decades.

"They re not there yet, but they re close. Obviously, they say they're not, but we certainly don't get the same assurances from them that we receive from the Chinese".
