Philippine police return to deadly drug war

The Drug Enforcement Agency is mandated under the law to enforce all legal provisions on prohibited drugs.

"Since the signing of the record of discussion, capability enhancement trainings involving counter-narcotic operations, drug enforcement conferences and seminars, and bilateral meetings between the two organizations were successfully carried out", Aquino added.

"The PDEA remains the lead but the PNP will again participate in the anti-illegal drug operations", he added.

The country's anti-drug campaign kicked off on May 9, 2016 when Duterte won the presidential elections.

Other law enforcement agencies, including the National Bureau of Investigation, Armed Forces of the Philippines, Bureau of Customs and the Philippine Postal Corporation were also directed to provide support to the PDEA in the conduct of the anti-narcotics campaign. "It has been the desire of the PDEA that PNP will return in the fight against illegal drugs", PDEA Director Aaron Aquino said.

In February, however, Duterte removed the power from the police to go after drug suspects after some policemen were linked to a series of "tokhang for ransom".

HRW said the police's return to drug-clearing operations as "wholly unexpected". "It's actually encouraging to note that PDEA is still in the lead and the PNP will only play a supportive role, as well as other law enforcement agencies, because PDEA has the expertise and they are mandated by law to implement R.A. 9165".


Duterte, 72, was elected a year ago on a promise to eradicate drugs from society by launching an unprecedented campaign in which up to 100,000 people would die.

However, human rights groups have pegged the number at 13,000.

According to the president, four million Filipinos are addicted to "shabu", the Filipino slang for methamphetamine hydrochloride. In the name of God, stop the killings!

Kine said Duterte might have been "emboldened" by Philippine National Police Director General Ronald dela Rosa's strong criticism of the suspension of police anti-drug activities, as well as the lack of pressure from Southeast Asian countries and the US. "But the government's failure to hold anyone accountable for the thousands of drug war deaths make it highly unlikely that the PDEA will be able to restrain well-documented police abuses", he said in a statement. The discharge came after an officer who was said to be part of the anti-drug campaign strangled a South Korean man to death in front of the police headquarters, sparking a public outcry against the accountability of the agency.

The tactical shift in Duterte's drug war came at a hard time in his leadership.

"Those failures highlight the need for United Nations action to investigate these killings, and to end the murderous police operations on urban poor communities", Kine said.
