'Icarus' Filmmakers "Applaud" IOC's Decision To Bar Russia From 2018 Olympic Games

The ruling followed an investigation and report into what the International Olympic Committee called "the systemic manipulation of the anti-doping system in Russia".

Individual Russian sportspeople will still be allowed to compete as an "Olympic Athlete from Russia" in the cold-weather tournament, but they have to do so without their national flag or anthem.

IOC President Thomas Bach called the situation "an unprecedented attack on the integrity of the Olympic Games and sport".

The document also features measures relating to allocating more funding to test Paralympic athletes, create agreements with whistleblowers to give them legal protection in exchange for helping investigations and preventing those who break anti-doping rules from holding state or non-state posts in physical culture and sports. Russian President Vladimir Putin has called the doping charges against Russia "a risky return to this policy of letting politics interfere with sport".

The IOC also suspended the Russian Olympic Committee until at least the closing ceremony in South Korea. They will compete with a uniform bearing this name and under the Olympic Flag.

Following the ruling, Russia's former Minister of Sport, Vitaly Mutko, and his then deputy minister, Yuri Nagornykh, have been banned from participating in all future Olympic Games despite their strong denial of the doping allegations.


Barely two weeks before the Rio Games, Canadian law professor Richard McLaren releases a report for WADA which outlines rampant Russian state-run doping at the Sochi Olympics and other major sports events. He said that the committee's executive board, "after following due process, has issued proportional sanctions for this systemic manipulation while protecting the clean athletes".

Rodchenkov's testimony, in concert with evidence unearthed and backed by forensic analysis in a World Anti-Doping Agency investigation, refute efforts by Russian government officials to distance themselves and portray Rodchenkov as a rogue actor, ESPN reported.

Instead, Russia blames Grigory Rodchenkov, the former director of Moscow and Sochi testing laboratories, as a rogue employee.

His report a year ago revealed state-sponsored doping in Russian Federation that included sample tampering during the Sochi Olympics. Some Russian officials have threatened to boycott if the International Olympic Committee delivered such a severe punishment.

That commission, chaired by International Olympic Committee member Denis Oswald, was tasked with handling individual cases.
