Ardern admits she may be seen as "an irritant" over Manus Island

PNG's Supreme Court has blocked a move to restore basic services to Manus Island detention centre

They are refusing to move to new accommodation being provided for them elsewhere on the island as they say they will not be safe there.

They said they had exhausted their food supplies and were relying on rainwater to drink.

"This is a humanitarian crisis of Australia's making".

"Australia has illegally detained these asylum-seekers for years now, and now they've essentially abandoned them and they've got no food, no water, no medicine, and no power".

PNG authorities have, thus far, refrained from using force in their efforts to move people on.

The men were also threatened with "arrest and prosecution" if they remained at the site after fencing was demolished.

Personnel from the PNG immigration department inside the detention centre.

Fr Roche said before they were not allowed to go inside the centre to help the refugees and asylum seekers, but after the current move to the new facilities at Lorangau, they are able to provide help to the refugees and asylum seekers with charitable groups.

"The safety of both the refugees and government workers plus staff of leading agencies is not to be taken for granted given the tension that is now being expressed by the locals on Manus Island", he said.

New Zealand Prime Minister Jacinda Ardern has said she will again discuss the stand-off on Manus Island with Malcolm Turnbull when the two leaders meet at the East Asia Summit in the Philippines this week.

New Zealand's prime minister says she has been in constant contact with her trans Tasman counterpart about an offer to resettle 150 refugees. Australia has consistently rejected the offer, saying it represents a "back door" to Australia, something it will not abide.

Speaking to media in Vietnam on Saturday night (NZT), Ardern said she had asked to have another conversation with Turnbull - "a more substantive one" - about conditions on Manus Island.

Ardern, who previously reiterated NZ's offer, criticised Australia's unyielding stance on Sunday. No matter what label you put on it there is absolute need and there is harm being done, ' she said on Sunday.

"I see the human face of this issue".

"I see the human face of this and I see the need and the role New Zealand needs to play". I think it's clear that we don't see what's happening there as acceptable, that's why the offer's there'.

Responding to reports PNG authorities were preparing to remove refugees and asylum seekers from the now-closed facility on Thursday, Jacinda Ardern said she wanted to raise the issue with Mr Turnbull at APEC.

Peace activists from Peace Action Wellington have today locked themselves to the gates of the Australian High Commission preventing anyone from leaving, to draw attention to the situation of the refugees and asylum seekers on Manus Island.
