United States can talk to North Korea if it stops missile tests - Tillerson

Sanctions, talks important for N. Korean nuclear issue: China

The diplomatic wrangling sought to build on the sweeping new North Korea sanctions passed by the U.N. Security Council a day earlier - the strongest in a generation, the US said. North Korea's Rodong Sinmun news website published a scathing commentary dismissing the sanctions as "cooked up by the US", adding that "the USA mainland is on the crossroads of life and death".

The U.S. -drafted measure, negotiated with North Korea's neighbor and ally China, is aimed at increasing economic pressure on Pyongyang to return to negotiations on its nuclear and missile programs.

On Saturday, the UN Security Council unanimously adopted Resolution 2371, tightening sanctions against North Korea.

"The ministers expressed their grave concern over recent developments in the Korean Peninsula including the most recent testing by the Democratic People's Republic of Korea (DPRK) of intercontinental ballistic missiles (ICBM) on July 4 and July 28, 2017 and previous ballistic missile launches and two nuclear tests in 2016", the statement said.

The sanctions, which target North Korea's foreign currency earnings, ban its exports of coal, coal, iron, iron ore, lead, lead ore and seafood.

North Korea, also known as the Democratic People's Republic of Korea (DPRK), said the Korean Peninsula issue was prompted by the "hostile policy enforced by the USA for more than 70 years against the DPRK". "But I think the world is also expressing a view to China and Russian Federation that we do have an expectation that you will do everything you possibly can to help North Korea understand the reality of the future as well and bring them to the negotiating table". "So I think that would be the first and strongest signal they could send us is just stop, stop these missile launches", Tillerson, who is meeting with ASEAN leaders on a trip that also includes Bangkok and Kuala Lumpur, told reporters. It was a message emphasizing not only the pressure to denuclearize that has been focus for the Moon administration's North Korea policy, but also its efforts to improve inter-Korean relations and achieve peace on the peninsula.

Trump's warning comes as U.S. Secretary of State Rex Tillerson visits countries in Asia, where he attended a regional meeting in Manila at the weekend and urged Southeast Asia to cut back on ties with North Korea. Kang is thanking the USA for consulting with South Korea on the sanctions.

Tillerson said Washington would not "specify a specific number of days or weeks" before deciding that North Korea had indeed stopped its tests. Considering that the ARF is the only multilateral forum Pyongyang takes part in, Ri has received the most attention from the press, who were waiting for him at the airport and at his hotel, though Ri had little to say.

Yet despite deeming North Korea a top security threat, the young Trump administration has struggled to find a strategy that differs significantly from what the US has tried in the past.
