Japan's Kono briefly chats with N. Korea foreign minister Sunday

The statement from North Korea comes at a time when Pyongyang is showing no sign of interest in cooperating with Seoul or responding to invitations to civic-level engagement.

Responding to the ICBM provocation with a show of force, the US and South Korean troops on Wednesday conducted "deep strike" precision missile drills using Army Tactical Missile System (ATACMS) and the Republic of Korea's Hyunmoo Missile II.

China has taken some unilateral actions to tighten the screws on North Korea, including banning all coal imports into the country in February.

"The Joint Communique reflected the recent developments which promote confidence-building and contribute to reducing tensions in the region, such as the adoption of the Framework of the Code of Conduct in the South China Sea and the operationalization of the Foreign Ministry-to-Foreign Ministry Hotlines and application of the Code for Unplanned Encounters at Sea in the South China Sea", it added. It follows two successful tests of an intercontinental missile by the isolated state in July and a series of other missile tests. "Neither shall we flinch even an inch from the road to bolstering up the nuclear forces chosen by ourselves, unless the hostile policy and nuclear threat of the USA against [North Korea] are fundamentally eliminated", he said.

Kono told reporters he urged Ri to resolve issues such as Pyongyang's nuclear and ballistic missile programs and its past abductions of Japanese nationals. "And there are cases where they (have) made a specific threat and carried it out". The main beach front on the island was packed with tourists dozing under trees or on the sun loungers of five-star hotels lined up before a calm sea. But there is no guarantee that they will be enforced by the North's trading partners, or that they will persuade it to comply with a series of United Nations resolutions against its nuclear and missile tests.

"I don't believe they have the capability to do so yet, and besides, why would they want to commit suicide by attacking a remote target like Guam?" he said.

Lee Choon-geun, senior research fellow at South Korea's state-run Science and Technology Policy Institute, said there was a risk that any missile could land much closer to Guam than planned.


"This could elevate the threats to an unprecedented level".

After meeting with Ri, Russian Foreign Minister Sergei Lavrov called on all parties "to show maximum restraint to avoid the projection of military power on the Korean Peninsula and immediately start seeking a political and diplomatic resolution to the problems of the peninsula, including its denuclearization". "We warn North Korea not to test or misunderstand the will of the South Korea-U.S. alliance".

The United States has remained technically at war with North Korea since the 1950-53 Korean conflict ended in an armistice rather than a peace treaty.

North Korea is barred under United Nations resolutions from any use of ballistic missile technology but six sets of United Nations sanctions since Pyongyang's first nuclear test in 2006 have failed to halt its drive for what it insists are defensive weapons. Trump has said he will not allow Pyongyang to develop a nuclear weapon capable of hitting the United States.

A leading US think tank, meanwhile, released a new report documenting what it said was continuing reclamation work on Chinese-controlled islands in the area despite a recent claim by China's foreign minister that such work had stopped two years ago.

Trump said he thought US allies South Korea and Japan were "very happy" with how he was handling the confrontation.

Despite the questionable success rate of sanctions already in place, 76 percent of Americans favor increasing sanctions on North Korea with strong bipartisan agreement (84 percent of Republicans and 76 percent of Democrats), while 68 percent support placing sanctions on Chinese banks and other businesses that do business with North Korea.
