Modern slavery in United Kingdom more prevalent than previously thought

Britain's National Crime Agency says human trafficking and modern slavery are much more prevalent than previously thought, and there are 300 active police investigations across the United Kingdom.

There were more than 300 live policing operations now, with cases affecting "every large town and city in the country", the National Crime Agency said in its report.

He said estimates globally suggested 46 million people were victims of modern-day slavery, and gangs were making US$500 trillion a year from exploitation.

Mr Kerr left his role in the PSNI in November previous year after being offered a temporary post as director of NCA's Child Exploitation and Online Protection Command.

The European Union recorded the largest increase in slavery of any world region in 2017, with the arrival of more than 100,000 migrants, many of them extremely vulnerable to exploitation, analysts said on Thursday.

'The growing body of evidence we are collecting points to the scale being far larger than anyone previously thought.

Yesterday, the independent anti-slavery commissioner Kevin Hyland criticised the NCA in the London Evening Standard for not taking human trafficking seriously enough - and for allowing important information about modern slavery offences to "sit dormant" on databases.

Most victims come from Eastern Europe, Vietnam and Nigeria.

Instead, they are sold into prostitution, or paid a pittance to work in farming, construction, food processing, auto washes or even harvest cannabis.

It said the growth in modern slavery was being driven by global gangs seeking more money by controlling people within a huge range of economic sectors, rather than just dealing drugs.

Modern slavery includes those who have been trafficked, held in forced labor, or criminally or sexually exploited.

But he also cited one example of a 12-year-old Roma girl being stopped at border control, bound for a life as a domestic slave.

"Twelve years old, same age as my youngest son".

"Modern slavery's always been a hidden problem and what's happened since we passed the Modern Slavery Act in 2015 is more and more light is being thrown onto this problem, and rather like child abuse in the past, it's always been there but people were not aware of it, and as they become more aware of it, we uncover the true extent of the problem".

Will Kerr said there had been a big increase in human trafficking and modern slavery cases in the last 12 months, but there was no evidence it was linked to Brexit. But he said it underlined the sheer scale of the problem authorities were facing, further complicated by the fact some people do not realise they are a victim of slavery.

Cherie Blair, the human rights barrister and anti-slavery campaigner, said the revelations came as "no surprise whatsoever to anyone who's been working is this area". "It's got to be about providing support for victims beyond the NRM", she said.

The research is carried out annually using the Modern Slavery Index, which assesses the likelihood of labour exploitation as a result of a number of different factors including the strength of a country's laws, the effectiveness of their enforcement and the severity of violations.
