Trump Backs Plan to Cut Legal Immigration

The bill was initially unveiled in February by Tom Cotton of Arkansas and David Perdue of Georgia to "help raise American workers' wages by restoring legal immigration levels to their historical norms and rebalancing the system toward employment-based visas and immediate-family household members". "But both of these countries allow far more immigrants in than the United States does", he said.

But Cotton, Perdue and the president are backing a bill based on "a number of false premises", warned Cato Institute immigration expert David Bier, and the USA economy needs more people-not fewer-to keep growing.

Now, with the new bill, Indians proficient in English and considered skilled or meritorious enough to work in the U.S. will get a leg-up thanks to the Reforming American Immigration for Strong Employment (RAISE) Act.

Mr. Cotton said the current immigration system is "an obsolete disaster", in which only 1 immigrant in 15 comes to the US because of job skills.

"Had this discriminatory legislation been in place generations ago, numerous very people who built and defended this nation would have been excluded", said Bishop Joe S. Vasquez of Austin, Texas, the chairman of the USA bishops' Committee on Migration.

"On average, 1 million immigrants are accepted into the United States for legal permanent residency annually, and majority are low or unskilled workers".

The bill says the goal is to increase GDP growth and protect or increase the wages of working Americans.

The RAISE Act is an immigration-reduction bill.

At a White House event, Trump said, "This legislation will not only restore our competitive edge in the 21 century, but it will restore the sacred bonds of trust between America and its citizens". In addition, the bill would also prevent new immigrants from collecting welfare.

It also proposes a cap on 50,000 per year and end a visa diversity lottery that awards 50,000 green cards a year, mostly to areas that do not have many immigrants to the United States, including Africa. The Cotton-Perdue legislation, also known as the RAISE Act (for Reforming American Immigration for a Strong Economy), would cut by half the number of legal immigrants accepted into the USA each year.

Americans recognize the value of keeping families together to create a stronger nation. So, if the RAISE act passes, the country could limit this growing workforce and hurt the economy. More over 50% of our households of legal immigrants today participate in our social welfare system.

"And they might not have come with the best English skills to start, but they learned English overtime and they contributed to the society and they made a positive difference for the country", said Rep. Sarbanes.

At the moment, the bill has little chance of actually being passed by Congress, as Democrats are opposed to it, and Republicans divided.

President Trump said the RAISE Act is part of his campaign promise to put American workers first.
