His proposed budget May 23 would cut some established federal job training programs significantly.

The Trump administration feels industry and other entities outside of the government can create and run the programs needed to fill open positions and do it more quickly, cheaply and well, an assertion with which the NRA agrees.

McCarthy said possible problems with relaxing and outsourcing federal standards for apprenticeships include confusion, fragmentation and potentially registering programs that are too short term or that fail to yield portable credentials.

The order doubles funding for apprenticeship grants to $200 million by pulling money allotted for existing job-training programs. "Scaling is the big issue", said Robert Lerman, a fellow at the Urban Institute. Lerman says expanding apprenticeships in the United States is partly a matter of stigma, which he considers to be unfair.

Lerman says reducing the requirements for registered programs might make a difference in the number of employers who adopt them.

An obscure right-wing group in India ate birthday cake in Trump's honor, even feeding some to a large poster of the 45th president, The Telegraph reported.

Trump said Tuesday during a visit to the state that, "Just backstage, we were negotiating with a major, major incredible manufacturer of phones and computers and televisions, and I think they're going to give the governor a very happy surprise very soon".
