White House informing allies Trump will abandon climate pact

Speaking in the White House Rose Garden, Mr Trump characterised the Paris agreement as a deal that aimed to hobble, disadvantage and impoverish the US.

Here are five things that could be affected by the decision. Trump was pressured heavily by his foreign counterparts during last week's G7 meetings in Sicily to remain in the deal, but his advisers say he felt little obligation to concede to that point of view.

It goes against the will of more than 800 colleges and universities, 1,000 American companies, and even traditionally fossil fuel-oriented giants, including ExxonMobil, Shell, and BP; it also goes against the will of 400 major American cities and 37 states. "As a utility, we're trying to plan many years out into the future", says Ron Roberts of Puget Sound Energy. It calls for reducing carbon dioxide emissions in hopes of limiting global warming to 2 degrees Celsius (3.6 degrees Fahrenheit) above temperatures at the outset of the Industrial Revolution. The various Paris pledges by each nation were not actually enough to achieve that target.

The U.S. had agreed under former President Barack Obama to reduce emissions to 26 percent to 28 percent of 2005 levels by 2025 - about 1.6 billion tons. Trump announced that the USA will withdraw from the agreement.

Trump's decision is considered a win for Republicans and pulls the US - the second-largest producer of carbon dioxide - out of a almost 200-nation agreement to cut greenhouse gas emissions. Market forces are pushing utilities to switch from coal to natural gas or renewable power. That measure comes on the heels of two state laws already in place that set a goal of 50-percent clean energy by 2030 along with reducing greenhouse gas emissions statewide by that same year.

The Paris Agreement entered into force on November 4, 2016 - so this means the USA would have to stay with it until November 2019.

Trump's top diplomat, Secretary of State Rex Tillerson, warned against leaving the Paris deal. "We don't want other leaders and other countries laughing at us anymore". The President of the Marshall Islands, Hilda Heine, said it was "highly concerning for those of us that live on the frontline of climate change".

Is Trump abandoning global U.S. leadership? That could benefit China's economy, as well. UN Secretary General Antonio Guterres seems to be counting on other countries to reinforce their commitments.

Russian Federation joined the chorus speaking out in favour of the climate accord. But, in bucking that broad public opinion, Trump is playing to his base.

"The U.S. matters a great deal", Andrew Jones, the co-director of a computer simulation firm called Climate Impact, told the AP. But conservative Republicans are far less supportive of the Paris agreement than liberal Democrats, according to the Pew Research Center. If the US does leave, he said, the Europe Union should seek ways to balance out the economic advantage that USA companies might have from the absence of climate regulations.

"In order to fulfil my solemn duty to protect America and its citizens, the United States will withdraw from the Paris Climate Accord", Trump said.

Trump is set to argue that the agreement is a bad deal for Americans. Trump has expressed doubts about climate change, at times calling it a hoax to weaken USA industry.

Mr Trump is likely to face opposition domestically with the governor of California and the Mayor of Pittsburgh already signalling their intent to continue with their policies to combat climate change.

"(Ms. Stefanik) continues to discuss the Paris climate agreement with constituents and stakeholders across the district", he said in a statement. It's not clear if that's true, but the coal industry has spent many millions installing technology to curb its emissions in recent years.

When asked on Tuesday whether Mr Trump believes human activity is contributing to climate change, White House spokesman Sean Spicer told reporter: "Honestly, I haven't asked him that". Mr. Trump said the Paris deal would cost the USA trillions in economic development, and millions of jobs, as he charged the accord would do little to rein in big polluters like China and India, and would only give them an "economic edge" over the U.S.
