North Korea says U.S. has to roll back 'hostile policy' before talks

North Korea's deputy United Nations envoy said on Friday "it is ridiculous" to link Pyongyang with the WannaCry "ransomware" cyber attack that started to sweep around the globe a week ago or the hacking of a U.N. expert monitoring sanctions violations. "But what is important is not words, but actions".

Kim said the launch showed the "highly developed stage of science and technology in the field of national defense attained by the DPRK" which he said is "of great and special significance" in ensuring peace on the Korean Peninsula and in the region. "Therefore, the urgent issue to be settled on Korean Peninsula is to put a definite end to the USA hostile policy toward DPRK, the root cause of all problems".

North Korea will never abandon its "nuclear deterrence for self-defense and pre-emptive strike capability" even if the US ratchets up sanctions and pressure "to the utmost", Kim said.

"Nuclear North Korea is a cause of concern for the global community and Russian Federation is also concerned as this country borders it and we can not but be puzzled when they develop their missile technologies and nuclear potential, this concerns us", TASS quoted Patrushev as saying.

U.S. President Donald Trump warned in an interview with Reuters in late April that a "major, major conflict" with the North was possible, but he said he would prefer a diplomatic outcome to the dispute over its nuclear and missile programs.

All 15 members of the Security Council including North Korea's closest ally China called the launch a violation of United Nations sanctions and vowed to take new measures, including additional sanctions.

Noting the North Korean leader is not afraid to fail in public, Harris said every test Kim conducts is a success, because it helps bring the North closer to being able to deliver a nuclear-equipped missile anywhere in the world.
